BOOK E i <br />This matter is presented to the Board of County Commissioners for <br />approval of the allocation of local funds, in the form of in-kind <br />services, for the referenced projects and for authorization of the <br />chairman to execute the attached interlocal agreement with the St. <br />Johns River Water Management District (SJRWMD). <br />ALTERNATIVES AND ANALYSIS: <br />Both project proposals submitted for funding involve the <br />revegetation of lagoon habitats which are disfunctional due to the <br />invasion of nuisance exotic vegetation. Project "A" involves the <br />revegetation of 400 feet of lagoon shoreline along Live Oak Drive <br />on Wabasso Island, adjacent to the Environmental Learning Center <br />site. Australian pine trees will be cut down along the road right- <br />of-way, and red mangrove seedlings will be planted along the <br />water's edge. <br />Project "B" will be located on Ski Island (also known as Boat Club <br />Island) in the Indian River Lagoon. Brazilian pepper trees will be <br />removed from the interior uplands on the island, and native tree <br />seedlings will be planted. This revegetation will promote a fully <br />functional ecosystem to provide wildlife habitat and protection of <br />the wetland fringe. <br />Contractual land clearing and purchase of native plants totaling <br />$8,602 will be funded by the Indian River Lagoon SWIM program. In- <br />kind services equivalent to $6,550 will be provided by the county <br />($2,800), volunteers ($1,700), the Vero Beach Junior High School <br />Ecology Club ($500), Indian River Mosquito Control District ($400) <br />and members of the MANWAC ($1,150). Budget details are included in <br />the attached proposal, and a break down of in-kind services is <br />provided in the attached table. <br />As indicated, both projects will benefit the county through <br />enhancement of the Indian River Lagoon and its shoreline. To <br />obtain funding for these projects, however, the Board of County <br />Commissioners must authorize execution of the attached interlocal <br />agreement. By committing the SJRWMD to fund the referenced <br />projects and committing the County to provide in-kind services as <br />reflected in the project proposals, the agreement will ensure that <br />the projects are completed as proposed. For those reasons, staff <br />feels that the Board should authorize execution of the attached <br />agreement. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners authorize <br />the execution of the attached interlocal agreement for the funding <br />of the spoil island and shoreline enhancement projects as described <br />in the attached proposal. <br />Community Development Director Bob Keating explained the <br />interlocal agreement was received on Friday, March 20, and some <br />minor legal problems were not resolved until March 23. The only <br />cost to the County will be in-kind services by volunteers and <br />County staff. <br />Commissioner Scurlock asked, and Director Keating confirmed <br />that the funds have been budgeted by the St. Johns River Water <br />Management District (SJRWMD), and the interlocal agreement will be <br />presented to the SJRWMD Governing Board on April 7, 1992 for <br />execution. <br />12 <br />W <br />
