APR w, <br />Commissioner Bird emphasized that if we get carried away with <br />placing restrictions on these satellite locations for paving, <br />landscaping and water retention areas in order for him to go ahead <br />and park his truck there, then we might as well forget about it <br />because he didn't think that was going to happen. <br />Community Development Director Robert Keating explained that <br />the provisions of the transient merchant and temporary use <br />ordinance do not require those things. <br />Commissioner Scurlock understood that if Mr. Anthony wants to <br />operate this vehicle, he would come in on a specific site for which <br />he had the owner's approval and staff would determine whether there <br />is proper ingress and egress and enough off-street parking so that <br />it is a safe environment. <br />Director Keating confirmed that would be the procedure. They <br />also would have to have the correct zoning, a commercial or <br />industrial type of zoning, and would have to meet the criteria. <br />There would be no paving or landscaping requirements, but it would <br />have to have adequate access and parking space. <br />Commissioner Wheeler was torn between giving an unfair <br />advantage over the other local seafood stores and the fact that the <br />seafood is a local product. He felt that the seafood is probably <br />more of a local product than what is sold at the roadside fruit and <br />vegetable stands. <br />Commissioner Scurlock pointed out that if those other dealers <br />wanted a satellite location, they could buy a truck and compete in <br />that sense. The difference with Mr. Anthony's business is that he <br />has the whole operation from beginning to end because he is dealing <br />directly with the fishermen. The other outlets are more like <br />Publix where their seafood is purchased from large wholesale <br />distributors. <br />Mr. Anthony explained that in order to get a mobile vending <br />license from the Department of Natural Resources, you must have a <br />legal plant. You need the base retail license and that facility is <br />inspected by the DNR before they issue a license. <br />Commissioner Wheeler wondered whether we might be opening this <br />up to retailers of imported fish and seafood. <br />Mr. Anthony understood the Commission's reasons for not <br />wanting a bunch of pickup trucks with coolers and igloos in the <br />rear pulling alongside the highway. He believed there are a number <br />of ways to control this, the main one being to require a base <br />location in the county, and he would be more than willing to work <br />with whoever would have to write the standards on this.
