They have gone to these lengths in <br />their mobile and the cost of those fixtures ran about $1o,000. <br />Commissioner Wheeler felt we could consider some of Mr. <br />Anthony's suggestions in order to tighten down and refine the <br />ordinance. <br />Commissioner Scurlock asked what actions would be needed <br />today, and Director Keating advised that the Board just would give <br />staff directions to amend the LDRs and the ordinance would be <br />considered at a public hearing. <br />Attorney Vitunac felt that we would be giving an illegal <br />advantage by making it a requirement to have a home base in this <br />county with everyone else illegal. It is arbitrary. <br />Commissioner Scurlock understood that in order to get their <br />other licensing, they must have a home base, but not necessarily in <br />this county. <br />Commissioner Bird guessed his main concern is that allowing <br />just a satellite creates an unfair advantage to fixed base <br />operators in the county. He felt that someone should have a fixed <br />base of operation in this county in order to be eligible to operate <br />a satellite location. <br />Commissioner Bird asked if we are going to make the <br />requirement that the satellite operations be dismantled and removed <br />at sundown, and Mr. Anthony thought it would have to be taken back <br />to the base location for cleaning. He has a man who spends 4 hours <br />every night scrubbing their unit down to get it ready for the next <br />day. <br />Director Keating advised that at present the temporary use <br />ordinance is structured so that we only give 6 -month permits and <br />renew them after that period. If there have been any problems in <br />the first 6 months, there is the option to deny the renewal of the <br />permit at that time. <br />Attorney Vitunac advised that he has grave doubts about <br />requiring the home base, but he could be wrong. <br />Commissioner Bird felt that if we could expand the ordinance <br />to include the proper protection and safeguards that we have <br />mentioned here, he would be in favor of it. If not, he felt we <br />should not expand the ordinance to include roadside seafood <br />vendors. <br />Commissioner Bowman felt we need to look at the whole <br />situation, particularly the flea markets in Wabasso, and Director <br />Keating advised that we have started to send someone from Code <br />Enforcement out on the weekends when most of those activities <br />occur. <br />41 <br />BOOK' <br />
