In. November 1989, Grand Harbor representatives met with county <br />staff to negotiate an equivalent cash contribution to upgrade an <br />off-site shelter for use by Grand Harbor residents. County staff <br />then took their recommendation to the Board of County Commissioners <br />who approved the final agreement on the date referenced above. The <br />development order provided for a total of $90,000.00 with a <br />$50,000.00 installment payable before issuance of Certificate of <br />Occupancy No. 301 and the $40,000.00 balance is due before <br />Certificate of Occupancy No. 1,201 is issued unless the Director of <br />Emergency Services determines the off site shelter capacity is <br />inadequate. The Development Order also provided for Grand Harbor <br />to donate 1.1 acres of land at the northwest corner of the <br />intersection of Indian River Boulevard and 45th Street for an <br />Emergency Services station. The County has received the $50,000.00 <br />installment and the property has been conveyed to the County. <br />County staff has met with representatives from the American Red <br />Cross and the IRC School District to determine which facility would <br />best serve the public and citizens from the Grand Harbor <br />development as an emergency shelter. It has been determined that <br />upgrading Gifford Middle Seven School would provide needed <br />additional shelter space for the off site shelter. <br />Authority is now being sought to expend $19,009.00 to purchase an <br />emergency generator, $6,880.00 to modify the referenced structure <br />and $3,000.00 in engineering fees using funds prior approved in the <br />development order to upgrade the building for utilization in the <br />event of an emergency or disaster. <br />To expedite the purchase of the generator so that it can be placed <br />in service prior to the start of hurricane season, staff is <br />proposing to purchase the emergency generator from the same vendor <br />who was recently awarded the bid for the Vero Beach High School <br />generator. On March 3, 1992, the Board approved the award of Bid <br />No. 92-67 for an emergency generator to All Power Services, Inc., <br />for $19,009.00 The company has agreed to sell the County a second <br />generator meeting the same specifications at the same price. The <br />Purchasing Manager has approved this proposed purchasing process <br />per the recent prior bid. <br />ALTERNATIVES AND ANALYSIS: <br />Indian River County and School District have recently completed and <br />finalized the retofitting and upgrading of the Vero Beach High <br />School with an emergency electrical generator. This mutual endeavor <br />benefits both agencies in that the School District receives an <br />available emergency electrical source and the County receives an <br />enhanced emergency shelter for use in the event of a natural or <br />manmade disaster. Given the benefit to both agencies, the School <br />District funded the necessary electrical wiring alterations and <br />incorporated the generator into their maintenance schedule. <br />The School District has agreed to a similar arrangement with the <br />requested electrical generator for Gifford Middle Seven School. The <br />School District is aware of the County's need for additional <br />emergency shelter space and has agreed to fund modifications to the <br />existing_ electrical wiring and expenses related to the installation <br />of the generator. The addition of the generator will make available <br />much of the usable shelter space within the school for the 1992 <br />hurricane season. <br />RECOMMENDATION: <br />Staff recommends the Board approve purchase of the emergency <br />generator from All Power Services for $19,909.00 as well as funding <br />in the amount of $9,880 for installation and engineering expenses <br />from the $50,000-00 installment already paid to the County from the <br />Grand Harbor Development Order. <br />55 <br />oK . 0— rt,t6L jj-_L <br />r APR 211,992 � <br />
