AIN <br />ANND STAFFED CAPITAL J TS ENGINEER <br />BY: DEPAR SERVICES <br />SUBJECT: SOUTH COUNTY WELLS CONSUMPTIVE USE PERMITTING <br />ADDITIONAL SERVICES WITH POST, BUCKLEY, SCHUH & <br />JERNIGAN <br />INDIAN RIVER COUNTY PROJECT NO. UW -90 -30 -WC <br />BACKGROUND <br />On May 21, 1991, the Indian River County Board of County <br />Commissioners approved a Work Authorization with PBS&J for well <br />design and consumptive use permit modification and renewal at the <br />South County Water Plant. As the permitting process 'for this <br />project evolved, the St. John's River Water Management District <br />informed the County that a mitigation plan for the wells on the <br />Hoskins' property directly to the east be submitted prior to the <br />issuance of the new CUP. Subsequently, we approached the Board of <br />County Commissioners for approval to negotiate the purchase of this <br />property and were granted authority to do so (see attached agenda <br />and minutes dated October 15, 1991). On January 28, 1992, we went <br />back to the Board of County Commissioners to purchase this property, <br />and the purchase was rejected (see attached agenda and minutes dated <br />January 28, 1992). <br />To satisfy the requirements of St. John's, we must now proceed with <br />an alternative mitigation plan. <br />ANALYSIS <br />The staff of the Department of Utility Services has negotiated an <br />additional service agreement with PBS&J in the amount of $13,000.00. <br />The services are outlined in detail in the attached contract <br />amendment with PBS&J. Mitigation costs are estimated between <br />$8,000.00 and $10,000.00 (see attached letter from PBS&J on the <br />subject). Funding for these additional services will come from the <br />impact fee fund. <br />RECOMMENDATION - <br />The staff of the Department of Utility Services recommends that the <br />Board of County -Commissioners approve the attached agreement with <br />PBS&J in the amount of $13,000.00. <br />64 <br />� � i <br />
