I <br />APR 28 1992 8 r-� <br />BOOK FNUte� <br />ALTERAND ANALYSIS <br />Alternative No. 1 <br />Board of County Commissioners could adopt the above <br />procedure set by staff to determine the proper traffic <br />control regulations for the intersection under <br />discussion. This procedure would utilize the standard <br />guidelines contain in the Manual on Uniform Traffic <br />Control Devices for Streets and Highways and utilize <br />the Study results to establish proper traffic control. <br />Alternative No. 2 <br />Board of County Commissioners could adopt a policy <br />which follows the request of Mr. Randell K. Grimes and <br />establish a permanent FOUR-WAY STOP Regulation at the <br />intersection under discussion." <br />Due to the fact that the required studies which may or may <br />not document the need for FOUR-WAY STOP Regulation can not <br />be accomplished at the present time, Staff recommends <br />Alternative No. 1 setforth above. It would be premature to <br />decide upon the control prior to the completion of a Traffic <br />Operational Study. <br />Once the Study is completed total cost for establishing the <br />FOUR-WAY STOP permanently would be insignificant since four <br />STOP SIGNs are presently at this location and covered by the <br />normal Traffic Engineering Operations Budget. <br />Randell K. Grimes, 1416 20th Avenue Southwest, came before the <br />Board to speak in favor of retaining the 4 -way stop at the <br />intersection of 20th Avenue S.W. and 14th Street S.W. Mr. Grimes <br />described 20th Avenue from Oslo Road to 14th Street S.W. as a <br />freeway. He worries because there are 28 children living in that <br />stretch of 20th Avenue and he thought the 4 -way stop deters some of <br />the speeding. Mr. Grimes contended that even though a stop sign <br />cannot be used to control traffic speed, the 4 -way stop would help <br />control traffic flow. He was concerned that while 27th Avenue will <br />be closed for construction in the near future, 20th Avenue will be <br />used as an alternate route and that will cause more problems. He <br />cited stop signs at various intersections in the county, including <br />20th Avenue at 20th, 21st, and 22nd Streets. <br />Chairman Eggert reported receiving many phone calls on this <br />subject from people voicing real concern about the children in the <br />neighborhood. She asked Public Works Director Jim Davis whether <br />this 4 -way stop sign at 20th Avenue and 14th Street Southwest will <br />be removed. <br />Director Davis explained that it is premature for staff to <br />recommend the appropriate traffic control at 14th Street S.W. and <br />20th Avenue until the roadway is open to traffic.
