M <br />M <br />M <br />construction is complete there will be extensive monitoring to <br />count the traffic in both the north -south and east -west directions <br />at that intersection. The 4 -way stop sign will remain installed <br />for some period of time during this monitoring of traffic and once <br />the traffic counting is complete, staff will go through some <br />formulas to decide whether the 4 -way control is appropriate. <br />Chairman Eggert asked, and Director Davis confirmed that a <br />pedestrian volume count is included. <br />Director Davis stated that 20th Avenue should be paved within <br />30 days and the study will probably begin in September when school <br />reopens to take into account Thompson Elementary School traffic in <br />that area. The pedestrian count will be done in the morning and <br />the afternoon. <br />Commissioner Scurlock and Chairman Eggert asked, and Director <br />Davis confirmed that in the meantime the 4 -way stop sign will <br />remain in place. <br />Commissioner Scurlock agreed that a decision on this item <br />would be premature because after the traffic count is completed, <br />the recommendation may be to retain the 4 -way stop sign. <br />Mr. Grimes felt the traffic count will not be accurate because <br />of the planned construction on 27th Avenue, which will generate <br />more traffic on 20th Avenue on the way to Vero Highlands. <br />Discussion ensued, and Director Davis explained that the 27th <br />Avenue project includes widening 27th Avenue and probably replacing <br />the bridge across the South Relief Canal. That will happen about <br />two years from now so he felt that would not affect our traffic <br />count. <br />Mr. Grimes continued his argument that 4 -way stop signs are <br />used in several intersections for traffic control. <br />Commissioner Bird felt staff's recommendation is a reasonable <br />approach. After the traffic analysis we will readdress the subject <br />and if the recommendation is to remove the 4 -way stop, Mr. Grimes <br />can come back and state his opinions. <br />Mr. Grimes then referred to the swales and asked why they seem <br />to be deeper than normal, and Director Davis explained that they <br />are not completed. When the project is completed, the swales will <br />be adequately sloped and the homeowners will be able to maintain <br />them with their lawnmowers. <br />13 <br />1992 <br />
