APR 28 1992 <br />moo. a <br />The land to the west, northwest, and southwest of the subject <br />property was affected by recent changes to the county's future land <br />use plan map. In conformance with a stipulated settlement <br />agreement between the county and the State Department of Community <br />Affairs to bring the county's plan into compliance with state <br />regulations, the county amended its plan to change its urban <br />service area boundary and reduce densities. As a result of the <br />amendment, the urban service area boundary in this area became the <br />west property line of the subject site. With the change in the <br />urban service area boundary, those lands to the west of the subject <br />property were excluded from the urban service area and redesignated <br />AG -1. <br />Environment <br />The subject property has several important environmental <br />characteristics. One such characteristic is its flood designation. <br />While most of the property lies within Flood Zone X, which is <br />defined as an area outside of the 100 year flood zone, a small <br />portion of the property lies in Flood Zone AE. Such an AE zone <br />characterizes areas subject to 100 year flood events. <br />According to U.S. Fish and Wildlife Service, National Wetlands <br />Inventory maps, wetlands exist on the subject property. Aerial <br />photography and field verification have confirmed that temporarily <br />flooded- freshwater wetlands are present. The following is a rough <br />estimate of wetland acreage on site. A wetland boundary survey is <br />required for a more accurate delineation of wetland areas. <br />Freshwater Emergent Temporarily 0.69 acres <br />Flooded Wetlands <br />Freshwater Scrub - Shrub 2.50 acres <br />Seasonally Flooded Wetland <br />Open Water Pond 0.21 acres <br />Man-made <br />The remainder of the subject property is native uplands, primarily <br />southern flatwoods with pinetree canopy and palmetto underbrush. <br />While portions of the uplands have been disturbed for residential <br />use, the disturbed areas contain herbaceous ground cover instead of <br />palmetto underbrush and retain functional values as native upland <br />habitat. <br />Utilities and Services <br />The site is located within the Urban Service Area (USA). County <br />water is available to the property with water lines from the South <br />County Water Plant within J mile of the site. The subject property <br />is located within the Central County Wastewater Service area; <br />however, wastewater lines do not currently extend to the site. <br />Transportation <br />The property has access to 58th Avenue (Kings Highway) via 57th <br />Street. Kings Highway is classified as an urban principal arterial <br />road on the future roadway thoroughfare plan map. This segment of <br />Kings Highway is a two lane paved road with approximately sixty <br />(60 ) feet of public road right-of-way. Fifty-seventh ( 57th) Street <br />is classified as a collector road; this segment of 57th Street is <br />a two lane unpaved road with approximately thirty (30) feet of <br />Public road right-of-way. <br />16 <br />
