The resulting weighted average cost of approximately $2.59 million per lane mile was <br /> utilized as the roadway cost input in the calculation of the transportation impact fee <br /> schedule. The weighted average cost per lane mile includes county and state roads and is <br /> based on weighting the lane miles of roadway improvements in the Long Range <br /> Transportation Plan (LRTP). <br /> Compared to the previous transportation impact fee update, the estimated cost of $2.59 <br /> million represents a slight increase in the unit cost per lane mile for roadway. The previous <br /> cost, established in a 2004 Traffic Impact Fee Study, was estimated at $2.46 million. This <br /> represents a five percent increase in the roadway unit cost per lane mile since the 2004 <br /> study. <br /> Compared to recent transportation impact fee studies completed throughout Florida in the <br /> past few years, the unit cost per lane mile estimated in this update study for Indian River <br /> County is considerably lower. Recent unit costs have ranged from approximately $2.91 <br /> million to $4.44 million, with an average cost of $3.61 million. The lower costs in Indian <br /> River County can be attributed to the lower construction costs observed in recent local bids <br /> Tindale-Oliver&Associates, Inc.
