Indian River County I Impact Fee Update Study Design County Roadways The design cost factor for county roads was estimated as a percentage of the construction cost per lane mile. This factor was determined through a review of the design-to- construction cost ratios for county road unit costs in previously completed impact fee studies throughout Florida. For county roadways, the design factors ranged from 6 percent to 14 percent, with a weighted average of 10 percent. For purposes of this update study, the design cost for county roads was calculated at 10 percent of the construction cost per lane mile (see Table C-10 for additional information).
