For impact fee purposes, <br /> the ROW cost for county roads was estimated as a percentage of the construction cost per <br /> lane mile. This factor was determined through a review of the ROW-to-construction cost <br /> ratios for county road unit costs from recent local projects and in previously completed <br /> impact fee studies throughout Florida. For county roadways in Indian River County, the <br /> ROW factors ranged from 6 percent to 150 percent, with a weighted average of 41 percent, <br /> as shown in Table C-11. This factor is consistent with the ratio of ROW to construction cost <br /> observed in other Florida jurisdictions, as shown in Table C-12. For purposes of this update <br /> study, the ROW cost for county roads was calculated at 41 percent of the construction cost <br /> per lane mile. <br /> Tindale-Oliver&Associates, Inc.
