Right-of-Way The ROW cost reflects the total cost of the acquisitions along a corridor that was necessary to have sufficient cross-section width to widen an existing road or, in the case of new construction, build a new road. County Roadways To determine a ROW acquisition cost per lane mile for county roads, TOA conducted a review of recently completed ROW acquisitions and current ROW estimates along capacity expansion projects in Indian River County and also reviewed ROW estimates from recent transportation impact fee studies from other counties in Florida. For impact fee purposes, the ROW cost for county roads was estimated as a percentage of the construction cost per lane mile. This factor was determined through a review of the ROW-to-construction cost ratios for county road unit costs from recent local projects and in previously completed impact fee studies throughout Florida. For county roadways in Indian River County, the ROW factors ranged from 6 percent to 150 percent, with a weighted average of 41 percent, as shown in Table C-11. This factor is consistent with the ratio of ROW to construction cost observed in other Florida jurisdictions, as shown in Table C-12. For purposes of this update study, the ROW cost for county roads was calculated at 41 percent of the construction cost per lane mile. Tindale-Oliver&Associates, Inc.
