HIP 0 5 $99 <br />BOOK U F'n�E=j S C' <br />Consistency with the Comprehensive Plan <br />Comprehensive plan amendment requests are reviewed for consistency <br />with all policies of the comprehensive plan. As per section 800.07 <br />(1) Of the County code, the "comprehensive plan may be amended in <br />such a way as to preserve the internal consistency of the plan <br />pursuant to section 163.3177(2)F.S.". <br />The goals, objectives, and policies are the most important parts of <br />the Comprehensive Plan. Policies are statements in the plan which <br />identify the actions which the County will take in order to direct <br />the community's development. Specifically, policies are the <br />courses of action or ways in which programs and activities are <br />conducted to achieve an identified goal or objective. While all <br />comprehensive plan policies are important, some have more <br />applicability than others in reviewing plan amendment requests. <br />Future Land Use Policy 13.3 <br />In evaluating any comprehensive plan amendment request, the most <br />important consideration is Future Land Use Element Policy 13.3. <br />This policy requires that at least one of three criteria be met in <br />order to approve an amendment request. These criteria are: <br />* a mistake in the approved comprehensive plan, or <br />* an oversight in the approved comprehensive plan, or <br />* a substantial change in circumstances affecting the <br />subject property. <br />The following table shows how <br />are related to Future Land Use <br />Correct <br />Mistake <br />L.U. In fact, the Department <br />Of Community Affairs actually recommended that several of these <br />Policies be amended. As described above, many of these changes are <br />not substantive in nature, but rather add clarity, reduce <br />ambiguity, or eliminate confusion. In these cases, the intent is <br />to strengthen the plan by revising these policies. <br />Revisions to the 5 -year CIP and the CIE are necessary to reflect <br />changes in circumstances since plan adoption. In that period since <br />Plan adoption, capital improvements have been completed; others <br />have been added; revenue projections have changed, and priorities <br />have been modified.
