Rea ng, acp <br />Community De/vve opm Director <br />FROM: Stan Boling,"AICP <br />Planning Director <br />DATE: April 29, 1992 <br />SUBJECT: Proposed Change (Minor Amendment) to the Grand Harbor DRI <br />Development Order <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of May 5, 1992. <br />BACKGROUND: <br />On October 23, 1985, the Board of County Commissioners adopted a <br />development order (D.O.) approving the development of regional <br />impact (DRI) known as Grand Harbor. Subsequently, several <br />amendments were approved that modified the original D.O. The <br />amended D.O. remains in effect and governs the general development <br />of the entire project via specific development conditions and <br />approved application materials which include a project land use <br />map. <br />The project site presently contains (854.45 acres located between <br />U.S. #1 and the Indian River, north of 45th Street and south of <br />53rd Street and the North Relief Canal (see attachment #2). The <br />project has been partially constructed and includes two golf <br />courses and other recreational facilities, a 144 slip marina, <br />approximately 300 residential units, a sales center, restored <br />wetland areas, and various infrastructure and landscaping <br />improvements. The existing D.O. allows for the development of up <br />to 3,000 residential units and approximately 450,000 sq. ft. of <br />retail commercial development, as well as office development. <br />REQUESTED AMENDMENT: <br />The owner/applicant, GRA, Grand Harbor Ltd., is now requesting an <br />amendment to the D.O. to effect three modifications. These <br />proposed modifications are: <br />1. Add to the overall project ±10.08 acres of land (known as the <br />"Barnes" tract) which are currently adjacent to the project <br />site. <br />2. Change the project land use map to delete the originally <br />proposed resort hotel development at the marina (on the river) <br />and "reclassify" the DRI project land use designation of the <br />marina area into a mixed use residential/commercial area. <br />3.
