PROPOSED DEVELOPMENT AND LOCATION: <br />Rimley Horn and Associates, Inc. in combination with Masteller and <br />Moler, Inc. have submitted an application for special exception use <br />and conceptual planned development (P.D.) approval for the overall <br />Harbor Villages development, and preliminary planned development <br />approval for Phase I of the Harbor Village development on behalf of <br />GHA Harbor Ltd. The proposed development is located in the <br />northeast corner of Grand Harbor (see attachment #2) and includes <br />the marina basin and adjacent properties. The proposed P.D. will <br />cover only the marina area and is separate from the P.R.D. (planned <br />residential development) approved in 1986 which covers the <br />residential PODs and golf course south of the marina. <br />The overall conceptual plan proposes a maximum of 481 residential <br />units and 113,000 sq. ft. of commercial floor area within the 64.31 <br />acre site which includes a 24.07 acre marina basin. These figures <br />represent the maximum residential/commercial development intensity <br />permitted by the zoning, and do not exceed the overall density <br />approved with the Grand Harbor Development of Regional Impact <br />(DRI). However, the conceptual Planned Development does propose a <br />minor modification to the approved DRI land use plan, which <br />requires a minor amendment to the DRI approval. Therefore, the <br />P.D. plan proposals can only be approved if the Board a <br />roves the <br />DRI amendment which is also scheduled for consideration at the May <br />5, 1992 Board meeting. The proposed conceptual P.D. plan is <br />consistent with the proposed DRI amendment. <br />The Phase I preliminary P.D. plan proposes 79 units on 34.40 acres <br />of which 10.33 acres are buildable area, and 24.07 acres constitute <br />the marina tract (predominantly water). Phase I will be platted <br />into two tracts: a single buildable upland area tract, and a <br />marina area tract. <br />The approval steps in the P.D. process are as follows: <br />Approval Needed . Reviewing Body <br />1. Concept Plan/Special Exception P&ZC and B.C.C. <br />2. Preliminary P.D. (preliminary plat P&ZC <br />and site plan) <br />3. Land Development Permits Staff <br />4. Final PRD (plat) B.C.C. <br />At its April 9, 1992 meeting, the Planning and Zoning <br />Commission voted unanimously to recommend that the Board of <br />County Commissioners approve the conceptual PD plan and <br />special exception use request (see attachment #6). The <br />Planning and Zoning Commission also granted preliminary P.D. <br />approval for phase I subject to special exception use and <br />conceptual plan approval by the. Board of County Commissioners. <br />Therefore, if the Board of County Commissioners approves the <br />special exception use and conceptual plan the preliminary P.D. <br />for phase I approval will be in effect. <br />The applicant is requesting Board of County Commissioners <br />action involving the first step in the process: conceptual <br />plan and special exception use approval for the overall P.D. <br />project area. <br />The Board is now to approve, approve with conditions, or deny <br />the Planned Development special exception request and <br />conceptual plan. <br />Conceptual P.D. and Phase I Preliminary P.D.
