b. that prior to final P.D. plat approval, any covenant <br />required to establish an off-site perimeter buffer shall <br />be recorded; the covenant shall also be referenced on the <br />final plat; <br />c. that prior to the issuance of a certificate of occupancy <br />for any portion of development within the planned <br />development,- the applicant shall construct a water <br />storage facility that is approved by and acceptable to <br />the Department of Utility Services; <br />d. that prior to the issuance of a land development permit <br />for Phase I, an irrigation plan shall be submitted by the <br />developer and approved by staff, and the grading and <br />planting details for the transitional upland edge strip <br />shall be submitted by the developer and approved by <br />staff. <br />Planning Director Stan Boling explained that approval of this <br />item is contingent on approval of the previous item. For the <br />record, he wished to point out a couple of changes that were made <br />during some last minute negotiations with the DCA. Some of the <br />intensities that are referred to in staff's memo have been reduced. <br />The commercial development has been changed from 113,000 square _ <br />feet to 100,000 square feet. The maximum number of total <br />residential units in the marina area has gone from 481 to 414. <br />That would change some of the densities that are reflected in the <br />staff analysis, which- again reflect back to the impact on <br />transportation and utilities. <br />The Chairman opened the Public Hearing and asked if anyone <br />wished to be heard. There being none, she closed the Public <br />Hearing. <br />ON MOTION by Commissioner Bowman, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />the special exception use and conceptual planned <br />development plan subject to the four conditions set <br />out in staff's recommendation. <br />33 <br />NOOK <br />J <br />
