MAY ® 5 1992 <br />13. Dedication and Improvements: As part of the approved Utility <br />Master Plan and in conjunction with the DRI approval, the <br />developer has committed to construct a water storage tank for <br />potable water distribution and fire flow. The proposed water <br />tank will be sized to store approximately 400,000 gallons; <br />however, the exact size, location and design of the facility <br />will need to be approved by the Department of Utility <br />Services. The water storage tank will need to be completed <br />and accepted by the County_ prior to the issuance of a <br />certificate of occupancy for any portion of development within <br />the overall planned development. <br />14. Concurrency: The conditional concurrency certificate <br />application submitted for this project has been reviewed and <br />approved. <br />15. Planned Development Waivers: Through the planned development <br />Process, waivers from or modifications to the standard design <br />requirements can be approved. The applicant has requested the <br />following design modifications: <br />Along the south and west project site boundaries where <br />the 25' perimeter buffer will be provided "off-site", the <br />building setbacks may be reduced from 25' to 09. [Note: <br />Along the south boundary, the project is adjacent to the <br />Grand Harbor Estuary Area; -along the east boundary the <br />site abuts the River Club Golf Course.]. <br />The building setback along the marina basin seawall (not <br />along the Indian River) may be reduced from 25' to 01. <br />Right -of -Way widths may be reduced from 60' to 40' and <br />may be replaced by an easement(s). <br />Residential units with ground floor street frontage are <br />Permitted. Residential units are not required to be <br />accessory to any commercial use or structure(s). <br />Staff have reviewed these design modifications and find these <br />modifications acceptable. <br />16. Recreation Area: Planned developments proposing residential <br />units are required to provide 522.72 sq. ft. of recreation <br />area per unit. For Phase I, a total of 41,295 sq. ft. of <br />recreational area is required; this is provided by the two <br />pools proposed in Phase I. In addition, residents will have <br />access to other recreational amenities within the Grand Harbor <br />development. Any specific development proposal for Phase II <br />will need to meet the recreation requirement for that phase. <br />17. Surrounding Land Use and Zoning: <br />North: North Relief Canal/RS-1 <br />South: Estuary Area/RM-6 <br />East: Indian River/N/A <br />West: River Club Golf Course/RS-6 <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners: <br />1. Approve the special exception use and conceptual planned <br />development plan with the following conditions: <br />a. that any required perimeter buffer for this project that <br />will be provided "off-site" shall be legally tied to this <br />project by a covenant; <br />32 <br />
