He felt the DCA's <br />major focus is that areas that are purely agricultural should not <br />be encroached on in a piecemeal basis. He felt that it is <br />appropriate policy that our plan specifically recognizes that it is <br />appropriate to have certain agricultural uses within the urban <br />service area and east of I-95. <br />Commissioner Bowman asked if staff had any idea of the actual <br />number of parcels that would fall with the domino effect, and <br />Commissioner Scurlock believed it would be all the major corridors <br />with utility lines. <br />Director Keating stated that it would be where the roadways <br />are the urban service area boundaries. He felt that Policy 1.37 <br />negates the fear that we had of a domino effect that was referenced <br />in our agenda item at the transmittal stage. This ensures that we <br />do a study to determine whether it is appropriate to expand 'or <br />contract the urban service area. It doesn't give carte blanche <br />permission to expand the urban service area; it requires the County <br />to look and see whether it needs to be balanced with the <br />contraction of it. <br />Commissioner Scurlock believed this would be controlled under <br />the utility element and expansion of the master plan. <br />Attorney Steve Henderson, representing Mr. and Mrs. Feldman, <br />thanked the Board for their patience through all of this and <br />thanked staff for their efforts and their ingenuity with the DCA. <br />He noted that his clients are here this morning if the Board has <br />any questions. <br />There being no others who wished to be heard, the Chairman <br />closed the Public Hearing. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Bowman, the Board unanimously adopted <br />Ordinance 92-19, redesignating ±40 acres from AG -1 to R <br />for property located on the west side of 58th Avenue, <br />south of 4th Street, expanding the urban service area, <br />and adopting future land use Policy 1.37. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Bowman, the Board unanimously adopted <br />Ordinance 92-20, rezoning from RFD to RS -1 property <br />generally located on the west side of 58th Avenue, south <br />of 4th Street. <br />80 <br />
