TworSenior Planne ge Planning <br />DATE: April 28, 1992 <br />SUBJECT: Rahn Request to Amend the Comprehensive Plan to <br />Redesignate 1888 Acres From AG -2 To AG -1 <br />(LURA -91-07-0175) <br />It is requested that the data herein presented begiven formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of May 5, 1992. <br />DESCRIPTION AND CONDITIONS <br />This is a request to amend the Comprehensive Plan. The subject <br />property is located west and south of the City of Fellsmere, south <br />of County Road 512 (Fellsmere Road), and is owned by Albert Rahn, <br />as Trustee. The land includes approximately 888 acres, all of <br />which is within the AG -2 land use designation. Other than <br />approximately five 10 acre tracts, the entire 888 acres are owned <br />by Mr. Rahn. Since authorization has been obtained from the owners <br />of the referenced 10 -acre tracts, the entire 888 acre property is <br />the subject of this request. The request involves changing the land <br />use designation for #888 acres from AG -2, Agricultural -2 (up to 1 <br />unit per 10 acres) to AG -1 Agricultural -1, (up to 1 unit per 5 <br />acres). The applicant intends to develop the property with rural <br />residential - _uses-. <br />Besides the subject request, the applicant had originally submitted <br />a request for an additional 83 acres of property -to be redesignated <br />from AG -1 to R, Rural, (up to 1 unit/acre). After review of that <br />request, staff recommended denial. Subsequently, the applicant <br />withdrew the 83 acre request, but opted to continue with the 888 <br />acre plan amendment submittal. <br />On September 26, 1991, the Planning and Zoning Commission, acting <br />as the Local Planning Agency, conducted a public hearing for the <br />Purpose of making a recommendation to the Board of County <br />Commissioners. At that meeting, the Planning and Zoning Commission <br />voted 6 to 0 to recommend the transmittal of the proposed land use <br />amendment request. <br />On November 12, 1991, the Board of County Commissioners voted 5 to <br />0 to transmit the above referenced land use amendment to the <br />Florida Department of Community Affairs (DCA), and announced their <br />intention to hold a final public hearing concerning this amendment. <br />- DCA Objections <br />Planning staff received DCA's Objections, Recommendations, and <br />Comments (ORC) Report on March 9, 1992.
