Specifically, DCA's objections were: <br />• The proposed amendment is not supported by an analysis of <br />the need for increased residential development. <br />The proposed amendment is not consistent with Future Land <br />Use Policy 13.3, in that there is inadequate <br />Justification that there was a mistake or oversight in <br />designating the subject property as AG -2 during the plan <br />preparation process. <br />There is no indication of coordination with the City of <br />Fellsmere regarding the proposed amendment, <br />(Intergovernmental Coordination Objective 1). <br />Besides the three specific objections referenced above, the ORC <br />Report cited inconsistencies with the state comprehensive plan and <br />the comprehensive regional policy plan. These <br />ectio <br />address the same issues as the three objections breferencedhowever above. <br />It is staff's position that addressing DCA Is three substantive <br />objections will also address its state and regional plan <br />inconsistency objections. <br />Planning staff has reviewed DCA Is objections and has revised the <br />analysis section of this staff report. As revised, the staff <br />report adequately addresses all of DCA's objections. <br />Existing Land Use Pattern <br />The subject property lies within the A-11 Agricultural -1 zoning <br />district, and consists of mostly vacant, undeveloped, 10 -acre <br />tracts of land within the plat of the Fellsmere Farms Subdivision. <br />The Fellsmere Farms Subdivision is an old plat of reclamation filed <br />by the Fellsmere Water Control District long before the county had <br />its present subdivision and platting requirements which ensure the <br />Provision of basic infrastructure. Consequently, the Fellsmere <br />Farms Subdivision plat includes a series of ditches and adjacent <br />ditch right-of-way, none of which are dedicated to the public. The <br />ditch roads are located partially within the ditch right-of-way and <br />partially on the private 10 -acre tracts. While these unpaved roads <br />Provide ingress and egress for the platted- 10 -acre tracts, the <br />ditch roads are not publicly owned or maintained. <br />Properties to the north of the western portion of the property are <br />in the unincorporated county and have the same A-1 zoning <br />designation as the subject property; this area consists mostly of <br />undeveloped tracts of land, containing a few scattered single- <br />family residences. To the north of the eastern portion of the <br />subject Property lies land within the unincorporated <br />Platted as the Homewood Subdivision, this land cosists primacounty. <br />of undeveloped tracts zoned A-1. Additional vacant tracts within <br />the Plat of the Fellsmere Farms Subdivision lie to the east, and <br />these tracts have an A-1 zoning designation. <br />Properties are also zoned A-1 and contain Southernand <br />atrwestern <br />cts f <br />undeveloped and agricultural lands. <br />Future Land Use Pattern <br />The subject ±888 acres and the properties to the south and west are <br />included in the new AG -2 land -use desi <br />ation on theUse Map. The redesignation of this land to AG -2 ccurredure on June <br />18, 1991, when the Board of County Commissioners adopted plan <br />amendments to implement the Indian River County/DCA compliance <br />-agreement. The AG -2, Agriculture -2, desi <br />agricultural uses and residential development at a densitation y of oine <br />unit per 10 acres. <br />88 <br />
