� - s <br />ADMINISTRATIVE POLICY MANUAL <br />The Board reviewed memo from Personnel Director Jack Price <br />dated May 1, 1992: <br />To: James Chandler, Date: May 1, 1992 <br />County Administrator <br />From: Jack Price rsonnel Sub: Administrative <br />.Policy Manual <br />------------ --------------------------------------- <br />Attached is the Administrative Policy Manual unit "HIRING", pages <br />1, 2, 3 and 4, which revises the unit dated 4-10-90 in the <br />Personnel Section of the manual. Pages 5, 6, 7 and 8 are forms <br />only. <br />This revision. affects items 6. �., 6. Q,_, 6. Z.', and 6. F The <br />changes are designed to align County hiring practices with the <br />requirements of the Americans With Disabilities Act. That portion <br />of the law affecting the hiring process is effective in July, 1992. <br />This policy revision has been reviewed by your staff, the Executive <br />Aide to the Board of County Commissioners and the County Attorney. <br />Their suggestions have been incorporated. <br />Thanks for your assistance. <br />Chairman Eggert asked for clarification of how these changes <br />align County hiring practices with the Americans With Disabilities <br />Act because there was no mention of disabilities in the memo. <br />Director Price explained that we are encouraged by the Act to <br />make employment decisions preliminarily on the basis of factors <br />that deliberately exclude disability factors. In evaluating <br />candidates we remove questions regarding workers' compensation <br />injuries and about physical or mental disabilities from the <br />preliminary set of factors and make a candidate selection based <br />upon qualifications only. If a preliminary offer is accepted by <br />the candidate, then we look at physical and mental disability. <br />Chairman Eggert asked if the blood pressure levels have always <br />been incorporated in our policy. <br />Director Price explained that the figures are used as a <br />general guide and if a pressure exceeds the target figures, we <br />would ask for medical certification that the candidate is in good <br />physical condition. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />the revisions to the Administrative Policy Manual as <br />recommended by staff. <br />33 <br />L- MAY 12 1992- <br />
