Cain, P.E. ~� <br />County Engineer ` <br />SUBJECT: 6th Avenue Improvements at 20th Place <br />Twin Pairs Project - BUDGET AMENDMENT 027 <br />DATE: April 29, 1992 <br />DESCRIPTION AND CONDI TONS <br />In conjunction with the Twin Pairs Project in Vero Beach, the <br />County needs to'widen the intersection at 6th Avenue and 20th Place <br />to include left turn lanes for this intersection for signalized <br />operation. The County Engineering Division has prepared plans and <br />specifications for this intersection improvement and has obtained <br />a quote from Ranger Construction Industries, Inc., the contractor <br />for the Florida Department of Transportation, Twin Pairs Project. <br />We are requesting that the county execute a construction contract <br />with Ranger Construction Industries, Inc. for this work and that <br />the Board of County Commissioners dispense with the bid process for <br />this project as the Florida Department of Transportation, through <br />its own bidding process, has selected Ranger Construction <br />Industries, Inc., and because the county staff has reviewed the <br />quoted unit prices and is convinced that the prices are reasonable. <br />for the work performed. The total for the work is $50,411.40, <br />which includes grading, paving, and drainage improvements. Our <br />discussions with the County Attorney's office indicates that this <br />procedure would be appropriate and would definitely save <br />considerable time and cost to the county in preparing and <br />advertising bids for this particular project. Also, by doing <br />this, it will eliminate the administrative problems and possible <br />contractual disagreements of having two contractors working in the <br />same area at the same time. <br />ALTERNATIVES AND ANALYSIS <br />Alternative No. 1 - Approve the execution of a construction <br />contract with Ranger Construction Industries, Inc. at the unit <br />prices quoted. <br />Alternative No. 2 - Deny the request to enter into a contract with <br />Ranger Construction Industries, Inc. <br />RECOMMENDATION AND F—MING <br />Staff recommends Alternative No. 1. Funding to come from Secondary <br />Road Construction Fund No. 109. <br />38 <br />
