ALTERNATIVES AND ANALYSIS <br />Alternative No. 1 - Begin negotiations with the top ranked firm of <br />Williams, Hatfield & Stoner, Inc./Carter Associates, Inc. <br />Alternative No. 2 - Begin negotiations with another firm on the <br />list at the Boards direction. <br />Staff recommends Alternate No. 1, with the provisions that if an <br />agreement is not reached in a timely fashion, that negotiations be <br />terminated and staff will begin negotiations with the next highest <br />ranked firm, and so on down the list until an agreement is reached. <br />Funding shall be from Account No. 111-214-541-066.31. <br />Commissioner Scurlock noted that the first and second listed <br />firms are joint ventures and cautioned staff that in negotiating a <br />contract, responsibilities should be delineated so that if there is <br />a problem we know who is responsible. <br />County Engineer Cain advised that our standard contracts <br />delineate through a scope of work what is to be done on a given <br />project and with a joint venture we specifically say which firm is <br />responsible for what. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Wheeler, to authorize staff to begin <br />negotiations with the top ranked firm and if <br />agreement is not reached in a timely fashion, to <br />begin negotiations with the next highest ranked <br />firm, as set out in staff's recommendation. <br />Discussion ensued regarding the bridge and what repairs have <br />been done to it. <br />Commissioner Scurlock asked, and Public Works Director Jim <br />Davis confirmed that this bridge spans Indian River Farms' canal. <br />Carter and Associates, Inc., is the consultant for Indian River <br />Farms Water Control District and the firm is knowledgeable about <br />the hydraulics of the channel, so we hope to save some money by not <br />having to model the hydraulics -of the water coming through that <br />channel. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />37 <br />BOOK <br />MAY 1 1992 F�,,r` <br />
