UW -92 -13 -DS <br />RESOLUTION III <br />BACKGROUND <br />On April 21, 1992, the Indian River County Board of County <br />Commissioners approved Resolution I (92-62) and Resolution II <br />(92-63). Resolution I contained the preliminary assessment roll <br />describing the project and cost. Resolution II set the date of the <br />public hearing for the subject project. Property owners have been <br />notified of the public hearing by certified mail. Resolution I <br />(92-62) was published in the Vero Beach PRESS JOURNAL on April 24, <br />1992. (See attached agenda item and minutes of the above meeting.) <br />ANALYSIS <br />Design of the water distribution system is complete. An <br />informational meeting was held with the property owners on April 28, <br />1992. The cost per square foot is $0.07247489057. The project will <br />serve 2 nonplatted parcels on the north side of 40th Street, <br />together with the 33 platted lots in the petition. <br />There are 23 lots in this project that are substandard or <br />"undersized," according to Indian River County's Comprehensive Plan. <br />The County Public Health Unit, Division of Environmental Health, <br />requires that new lots utilizing well and septic systems be a <br />minimum of 1/2 acre. If served by a public water system, the lot <br />may be reduced to 1/4 acre in size. Lots not meeting these minimum <br />standards are called "undersized lots." <br />The attached map displays the area to benefit from the assessment <br />project. The total estimated cost to be assessed is $48,729.00. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Resolution III, which affirms <br />the preliminary assessment on the subject project. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />21 <br />MAY i, MV moK <br />
