Thompson, P.E., <br />Capital Projects Manager <br />SUBJECT: Fill for Indian River Boulevard Phase 4 <br />DATE: May 15, 1992 FILE: irbfill.agn <br />DESCRIPTION AND CONDITIONS <br />Excavation of the lakes at Sandridge Golf Course will generate <br />approximately 30,000 - 40,000 cubic yards of surplus fill which <br />is needed at Indian River Boulevard Phase 4. Approximately <br />16,674 CY have already been hauled by county trucks. It appears <br />that this excess fill will not delay construction of the course <br />beyond the original contract completion time; however, the <br />Contractor's operations appear to be ahead of schedule and it may <br />delay his procedures. <br />The Contractor has requested that the County expedite removal of <br />the excess fill so that he can proceed with construction of the <br />18th hole. <br />By utilizing ten Road and Bridge Division trucks, approximately <br />2000 cubic yards of material can be moved to the Boulevard each <br />day. However, due to other needs within the Road and Bridge <br />Division, staff would like the flexibility to retain outside <br />trucking companies to assist in hauling this fill to the <br />Boulevard project, if the need arises. <br />Proposals for hauling the excess fill from Sandridge to the Phase <br />IV Indian River Boulevard Project have been solicited as follows: <br />Sheltra & Son Construction Co. Inc. $1.20/yd <br />Siboney Contracting Co. $1.32/yd <br />Dennis Smith $1.40/yd <br />The County is currently paying $4.62/cy for embankment material <br />on Phase III of Indian River Boulevard. This price includes the <br />cost of the material, hauling, compaction and shaping. Hauling <br />the excess fill from Sandridge will save the County a minimum of <br />$30,000 (30,000 cy x $1/cy) for material on Phase IV construction <br />of the Boulevard plus the amount saved in reduced hauling costs <br />resulting from the short haul distance between ',Sandridge and the <br />Boulevard. This additional savings is approximately $36,000 <br />(less costs paid to private haulers if applicable). <br />ALTERNATIVES AND ANALYSIS <br />The Alternatives are as follows: <br />Alternative No. 1 <br />Contract with the low bidder Sheltra & Son Construction Co. <br />Inc. to haul a maximum of 15,000 CY for a not to exceed <br />total of $18,000. These privately owned trucks will only be <br />used on an as needed basis. Payment would be based on truck <br />load measurements for actual quantity of material hauled. <br />Alternative No. 2 <br />Continue to haul using only Road and Bridge trucks. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends Alternative No. 1. Funding is from Account <br />309-214-541-066.51 - Indian River Boulevard Phase IV. <br />31 <br />
