Public Works Director Jim Davis distributed photographs <br />depicting the area and pointed out that in the past this barrier <br />was created by using some guardrail that was available. He felt <br />that the guardrail is necessary because there are water bodies in <br />that area. He cautioned against the County taking small isolated <br />areas where streets end and trying to beautify them with vegetation <br />and having crews maintain all these small areas because there could <br />be a proliferation of requests which may get out of control. <br />Commissioner Bird suggested natural vegetation, and concerned <br />citizen William Nelson agreed and pointed out that on adjacent <br />property there are many oak trees, one of which could be placed in <br />the center of this area. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />the permanent barrier and landscaping at the <br />intersection of 16th Street and 3rd Avenue, as set <br />out in staff's recommendation. <br />O'HAIRE APPEAL OF KROVOCHECK WETLAND RESOURCE PERMIT <br />Environmental Planning Chief Roland DeBlois made the following <br />presentation: <br />James E.
