r <br />7 <br />Commissioner Bowman pointed out that at the previous meeting <br />on the subject of manatee protection there was a positive <br />suggestion that boater education and licensing of boat operators <br />should be seriously considered. <br />There was further discussion about time and location. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />scheduled a public hearing at 7:00 P. M., June 16, <br />1992, at the Vero Beach Community Center to discuss <br />the Manatee Protection Speed Zone. <br />PERMANENT BARRIER AT 3RD AVENUE AND 16TH STREET <br />The Board reviewed memo from Public Works Director Jim Davis <br />dated May 27, 1992: <br />TO: James E. LETTER: Letter to Board of County Commissioners dated <br />May 27, 1992 <br />DATE: May 27, 1992 FILE: rockbarr.agn <br />DESCRIPTION AND CONDITIONS <br />The County has received a petition from the property owners in <br />the Rockridge Subdivision requesting that a permanent barrier and <br />landscaping be placed at the intersection of 16th Street and 3rd <br />Avenue. <br />ALTERNATIVES AND ANALYSIS <br />Staff has no objection to the barrier or landscaping being placed <br />at the location requested. <br />RECOMMENDATIONS AND FUNDING <br />The Public Works Department recommends the excavation of <br />asphalt, the planting of trees and shrubs and the placement of a <br />permanent barrier at 16th Street and 3rd Avenue. Funding in the <br />amount of approximately $3,000 be from 111-214-541 Road and <br />Bridge Funds. <br />6 <br />
