Baird; County Administrator <br />DEPARTMENT HEAD CONCURRENCE: <br />Stan Boling,I P; Community Development Director <br />FROM: Sasan Rohani, AICP 5 1� <br />Chief, Long -Range Planning <br />DATE: ; March 24, 2016 <br />I <br />SUBJECT: County Initiated Request to Amend the Text of the Potable Water and Sanitary <br />Sewer Sub -elements of the County's Comprehensive Plan <br />It is requested that the following information be given formal consideration by the Board of County <br />Commissioners at its regular meeting of April 5, 2016. <br />DESCRIPTION AND CONDITIONS <br />This is a county -initiated request to amend the text of the Potable Water and Sanitary Sewer Sub - <br />elements of the county's Comprehensive Plan. The request was directed by the Board of County <br />Commissioners (Board) at its October 13, 2015 meeting (see attachment #1). Its purpose is to revise <br />Policy 5.7 of the Potable Water Sub -element and Policy 5.8 of the Sanitary Sewer Sub -element to <br />modify certain policy provisions that allow properties that lie outside the Urban Service Area (USA) to <br />be connected to centralized water and sewer service under certain conditions. Based on comments <br />provided by the Board at the January 19, 2016 transmittal hearing, the scope of the amendment has been <br />narrowed so as to apply to existing camps/retreats and places of worship for a limited period of time. In <br />the final version to be considered by the Board at the April 5t' final hearing, the amendment will only <br />apply to approved existing places of worship (churches) and camps/retreats that apply to Utility Services <br />for connection by June 30, 2016. <br />• Comprehensive Plan Amendment Review Procedures <br />Although the number of plan amendments that the county may consider is not limited, the county's <br />Comprehensive Plan regulates the frequency with which the county may amend the plan. According to <br />the county's Comprehensive Plan, plan amendments are limited to four times per calendar year. For that <br />reason, the county accepts general plan amendment applications only during the "window" months of <br />January, April, July and October. In this case, the subject application was submitted during the October <br />2015 window, and was the only application submitted during that window. <br />1 140 <br />
