Legislation: The bill as originally filed amended s. 401.25, F.S., to require, rather than alloNv, counties <br />to adopt ordinances for reasonable standards for the issuance of certificates of public convenience and <br />necessity (COPCN) for the provision of basic or advanced life support services or air ambulance ser- <br />vices. The bill details certain standards that must be included in such an ordinance, and also creates a <br />specific appeals process for applicants whose COPCNs are denied by a county. Indian River County <br />opposed this legislation because it was concerned that the legislation would lead to confusion and a <br />break in the chain of custody for a patient. <br />Amended. The legislation was amended to only apply to a approximately } pp } 6 counties within the State of <br />Florida (I'ndian River County did not qualify). Specifically, the legislation would require counties with <br />three or more independent special fire rescue districts to adopt an ordinance establishing reasonable <br />standards for the issuance of a COPCN for Advance Life Services (ALS) and Basic Life Services (BLS) <br />transport+services byJanuary 1, 2017. The ordinance must also provide a quasi-judicial review ew process <br />for the approval or denial of the application and allow an applicant whose COPCN application is de- <br />nied to appeal the county commission's decision in the circuit court with jurisdiction over the county. <br />Update: The legislation died in committee. The County anticipates that this issue will be back next <br />year. <br />11 23 <br />
