Sector 5, located within Vero Beach, is the most extensively armored <br />segment of shoreline within the County. While the existing coastal armoring provides storm damage <br />protection to upland development, it can also exacerbate beach erosion. This is especially problematic <br />because the beaches within Sector 5 account for over 50% of the recreational value generated by the <br />County's beaches (CB&I, 2015). The 2014 update to the County's Beach Preservation Plan identified <br />that it was cost-effective to maintain the beaches within Sector 5 based on the economic benefit <br />associated with the recreational value. <br />The County has expressed interest in maintaining the beaches of Sector 5 to preserve their <br />environmental, recreational and aesthetic value along with providing storm damage protection to private <br />and Countyl owned property. <br />This proposal outlines a scope of work for CB&I Coastal Planning & Engineering, Inc. (CB&I), f/k/a <br />Coastal Planning & Engineering, Inc. to provide services in support of design and permitting of a project <br />for Sector 5 that aligns with the County's Beach Preservation Plan. <br />i <br />Task 1 — Preliminary Project Design and Feasibility Report <br />The County's Beach Preservation Plan evaluated several beach management strategies (alternatives) <br />including structural and non-structural options. Beach fill was identified as the most cost-effective <br />strategy. In the initial phase of the design, available information will be evaluated in the development of <br />the project size. The intent is to utilize available beach survey data from the County's most recent <br />monitoring events (completed June and February 2015) as the basis for the initial design and permitting <br />effort. Two fill templates will be evaluated that reduce the potential for adverse impacts to the hardbottom <br />resources offshore of the project. One template will consider sand placement primarily on the dry beach, <br />while the other will considered sand placement within the water. Because of the hardbottom constraints, <br />195 <br />
