B. Planning Assumptions <br /> 1. The Indian River County Utility Department will be the primary lead <br /> agency in responding to energy emergencies. <br /> 2. During periods of abnormal weather or in the event of multiple <br /> unanticipated generating unit outages, there may be occasional times <br /> when generating capacity if limited or falls below customer demand. <br /> 3. There may be widespread and prolonged electrical power failure. <br /> With no electric power, communications will be affected;traffic signals <br /> will not operate, causing surface movement gridlock. Such outages <br /> will impact on other public health and safety services, including the <br /> movement of petroleum products for transportation and emergency <br /> power generation. <br /> 4. The Indian River County Utility Department, as lead agency for this <br /> ESF, upon notification of a potential or actual electrical generating <br /> capacity shortage shall communicate and coordinate with the EOC <br /> when prioritizing emergency support and energy restoration. <br /> 5. Water pressure systems may be low or zero, affecting facilities <br /> essential to the health and safety of the public; hampering fire fighting <br /> capabilities and sewer systems may not function. <br /> 6. Coordination and direction of local efforts, including volunteers,will be <br /> required. <br /> 7. Damaged areas will have restricted access and not readily accessible, <br /> except, in some cases by air. <br /> IV. CONCEPT OF OPERATIONS <br /> A. General <br /> When electric utility operating reserves are nearly exhausted and there is an <br /> imminent possibility of curtailment or loss of firm load, or when other energy <br /> supplies are disrupted, an appraisal of the situation is made by designated <br /> authorities and personnel, and action is taken in accordance with this ESF. <br /> Emergency organization personnel are notified and mobilized to direct and <br /> coordinate relief efforts, to communicate with the public and appropriate <br /> governmental agencies, and to restore normal service when the emergency <br /> is over. These response actions are carried out to maintain energy system <br /> integrities and to minimize the impact on Florida citizens and visitors to the <br /> degree possible. <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#12-4 <br />
