2. Maintain communication with utility representatives to determine <br /> emergency response and recovery needs. <br /> 3. Coordinate with the EOC to identify emergency shelter power <br /> generation status/needs; and coordinate with ESF #12 support <br /> agencies and other ESFs with assistance in providing resources for <br /> emergency power generation. <br /> 4. When major electrical power outages occur as a result of a major or <br /> catastrophic disaster, priorities will be established for the restoration <br /> of electrical services. The Executive Group of the EOC will establish <br /> priorities for the restoration of electrical service. Services to be <br /> considered may include the following: <br /> • Hospitals <br /> • Utilities (water/sewer treatment plants) <br /> Communications(police,fire, EMS, radio and television, <br /> telephone and telegraph <br /> • Public Service (local government, Red Cross, long term <br /> shelters <br /> • Transportation (airports, bus service shops) <br /> The distribution of petroleum and natural gas products will also be <br /> made on a priority basis by the Executive Group in a manner that <br /> supports the recovery process. <br /> 5. The Emergency Management Director serves as a representative of <br /> the Local Energy Management Board and the Regional Energy <br /> Management Board. This appointment authorizes the coordination of <br /> energy allocation and prioritization. <br /> III. SITUATION <br /> A. Disaster Condition <br /> Energy shortage conditions are those in which the supply of electric powerto <br /> customers could be in jeopardy due to either generation capacity shortages <br /> and/or transmission limitations. It is expected that generation capacity <br /> shortfalls would be due to extreme weather conditions. However, they could <br /> also be the result of a higher than projected demand for energy during <br /> periods when generating units are normally unavailable due to scheduled <br /> maintenance or unplanned generating unit outages. <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#12-3 <br />
