B. Scope <br /> ESF#12 involves coordinating the provision of emergency power to support <br /> immediate response operations as well as restoring the normal supply of <br /> power to normalize community functioning. Also is responsible for all water, <br /> sewer, and solid waste services. The scope of this ESF includes: <br /> 1. Assessing energy system damage, energy supply, demand, and <br /> requirements to restore such systems; <br /> 2. Coordinating with ESF#12 support agencies for assistance in helping <br /> energy suppliers obtain information, equipment, specialized labor, <br /> fuel, and transportation to repair or restore energy systems; <br /> 3. Making recommendations to conserve fuel; <br /> 4. Providing energy emergency information, education, and conservation <br /> guidance to the public; <br /> 5. Coordinating available energy supply recovery assistance; <br /> 6. Providing technical assistance involving energy systems; <br /> 7. Recommending priorities to aid restoration of damaged energy <br /> systems; <br /> 8. Processing all water and power assistance requests; and, <br /> 9. Emergency restoration and operation of potable water, temporary <br /> restoration of water, provision for water for firefighting, wastewater, <br /> and solid waste operations. <br /> II. POLICIES <br /> A. In the wake of a disaster, many local resources will be unavailable due to <br /> damage, inaccessibility or insufficient supply. The assets available to ESF <br /> #12 will be used to assist the EOC and other ESF's with their emergency <br /> efforts to provide fuel and power and other resources as necessary. The <br /> priorities for allocation of these assets will be to: <br /> 1. Coordinate the provision of materials, supplies, and personnel for the <br /> support of emergency activities conducted by the EOC. <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#12-2 <br />
