INTRODUCTION <br />A. Purpose <br />The purpose of this ESF is to provide public works and engineering support <br />to assist in needs related to lifesaving or life protecting support prior to, <br />during and immediately following a major or catastrophic disaster. <br />B. Scope <br />ESF #3, Public Works and Engineering support, includes technical <br />advice and evaluations, engineering services, construction <br />management and inspection, and emergency contracting. <br />2. ESF #3 Support Activities Include: <br />a.
