Clearing, repair or reconstruction of damaged emergency access <br />routes necessary for the transportation of rescue personnel and <br />supplies. These routes include streets, roads, bridges, waterways, <br />airfields and any other transportation facilities. <br />c. Emergency restoration of critical public services and facilities. <br />d. Emergency demolition or stabilization of damaged structures and <br />facilities designated by state or local officials as immediate <br />hazards to public health and safety, or as necessary to facilitate <br />the accomplishment of life saving operations. This will be <br />accomplished in accordance with existing Indian River County <br />Public Works Department SOP's. <br />e. Technical assistance and damage assessment. <br />f. Coordinating the provision of emergency supply and transportation <br />of fuel to support immediate response operations to normalize <br />community functioning. <br />g. Processing all fuel assistance requests. <br />h. Alleviate flooding of the public right of way. <br />POLICIES <br />The assets available to ESF #3 will be used to assist County emergency operations <br />agencies and other ESFs with their emergency efforts to move people, materials, <br />equipment, and other resources as necessary. <br />Coordinate with support agencies in providing sufficient fuel supplies to local <br />agencies, emergency response organizations and areas along evacuation routes. <br />III. SITUATION <br />A. Disaster Condition <br />A major or catastrophic disaster will cause unprecedented property <br />damage. Structures, homes, public buildings, bridges and other facilities <br />will be destroyed or damaged and must be reinforced, demolished or <br />isolated to ensure safety.
