IV. CONCEPT OF OPERATIONS <br />A. General <br />ESF #3 is under the leadership of the Indian River County Public Works and <br />Engineering Department and will coordinate public works activities with the <br />supporting agencies involved in emergency response and recovery. Upon <br />request, a representative from that department will be available to respond to <br />public works related requests submitted by the IRCDEM. When partial <br />activation of the EOC is implemented, and at the DEMs request, this person <br />will staff the ESF #3 work station, identify which support agencies for ESF #3 <br />are needed, and take steps to assure that support agencies are activated or <br />on alert as appropriate. <br />ESF #3 will respond to local requests for public works and engineering <br />assistance. It is anticipated that these requests will concern emergency <br />access routes. <br />B. Organization <br />The Indian River County Public Works and Engineering Department (as the <br />ESF #3 primary agency), and ESF #3 support agencies will provide, as <br />requested through the EOC, skilled personnel, engineers, construction <br />workers, equipment operators, etc., with construction equipment and <br />materials. Upon activation, an ESF #3 representative will notify those <br />department personnel and support agencies to provide emergency support. <br />C. Notification <br />The IRCDEM will provide notification for each ESFs primary agency. A <br />representative from the primary agency will in turn notify each support <br />agency and/or volunteer agency, as required. <br />D. Response Actions <br />Initial Actions <br />a. Inventories of available vehicles, personnel and materials will <br />be verified and provided to ESF #5 (Planning and Information). <br />b.
