C. ESF #3 will coordinate with support agencies to establish <br /> priorities and develop strategies for the initial response. <br /> d. Pre-positioning of resources will be established when it <br /> becomes apparent that engineers, skilled construction workers, <br /> vehicles and construction materials will be necessary. <br /> e. Equipment resources will be removed to a safe location and be <br /> staged to return in the recovery phase. <br /> f. ESF #3 will coordinate with support agencies to identify <br /> available resources. Personnel and equipment will be <br /> available based upon established priorities. Plans for <br /> mobilization will be defined. <br /> g. Priorities will be established for roadway corridors and airstrips <br /> that will have priority in regard to debris removal and repair to <br /> allow access into damaged areas. <br /> h. The primary agency will establish staffing patterns to ensure <br /> 24-hour operations, if required. <br /> 2. Continuing Actions <br /> a. ESF#3 will provide personnel for damage assessment utilizing <br /> the Field Team Preliminary Observation of Damage form <br /> attached and identified as Attachment #1. <br /> b. ESF #3 will coordinate available personnel, equipment and <br /> construction materials and resources with requests from the <br /> EOC. <br /> C. Debris removal and repairs will begin to allow access in to the <br /> disaster area. ESF#3 will coordinate the cooperative efforts of <br /> the support agencies, local governments and public works <br /> companies. <br /> d. ESF #3 will reassess priorities to address the most critical <br /> infrastructure needs and develop strategies. <br /> e.
