E. Recovery Actions <br /> 1 Initial Actions <br /> a. Upon request, ESF #3 will provide engineers, skilled <br /> personnel, construction workers, etc., with construction <br /> equipment and materials to assist in recovery activities. <br /> b. ESF #3 will review recovery actions and develop strategies. <br /> 2. Continuing Actions <br /> a. Support services will continue for personnel and equipment in <br /> the disaster area. <br /> b. Damage assessments will continue with priorities shifting <br /> accordingly. <br /> C. ESF #3 will continue to coordinate priorities and support the <br /> missions with personnel and equipment. <br /> d. ESF #3 will continue to coordinate the accomplishment of off <br /> system work and damage assessments. <br /> V. RESPONSIBILITIES <br /> A. Primary Agency: Indian River County Public Works and Engineering <br /> Department <br /> 1. Responsibilities <br /> a. As the primary agency, the Public Works and Engineering <br /> Department will coordinate the ESF #3 support agencies in <br /> directing resources and prioritizing needs in the areas of debris <br /> removal, restoring access, damage assessments, and other <br /> areas related to infrastructure. <br /> b. The resources of the Public Works and Engineering <br /> Department will be deployed and utilized in coordination with <br /> ESF #3 support agencies and the EOC. <br /> C.
