B. Scope <br /> ESF #7 is responsible for providing direct and active support to emergency <br /> response and recovery efforts during the initial response phase and initial <br /> recovery phase following a disaster. This support includes locating, <br /> procuring, and issuing resources, such as supplies, office space, office <br /> equipment, fuel, contracting services, personnel, heavy equipment and <br /> transportation of such in coordination with ESF #1. <br /> II. POLICIES <br /> A. The Indian River County Emergency Management Division is responsible for <br /> planning, coordinating and managing the resource support needed in ESF <br /> #7. <br /> B. The Indian River County Purchasing Division will determine the availability of <br /> required resources. All attempts to fill the resource need will be made from <br /> existing inventory. If needed, the Purchasing Division will make the <br /> necessary arrangements for procuring the goods commercially, including <br /> contracts, if required. <br /> C. Designated support agencies will furnish resources as required to support <br /> these ESF requirements. Support by these agencies will be terminated at <br /> the earliest practical time. <br /> D. Procurement will be made in accordance with current local, state and federal <br /> laws and regulations, which include emergency procedures under Florida <br /> Statutes. <br /> III. SITUATION <br /> A. Disaster Condition <br /> A major disaster will have an immediate impact on local and state resources <br /> and the shortages of vitally needed supplies must be procured and provided <br /> to the affected areas. <br /> B. Planning Assumptions <br /> 1. Resources outside the affected area will be directed to fulfill the <br /> unmet needs of the state or local governments. <br /> 2. Transportation of resources will require staging areas which can be <br /> managed by ESF#1 (Transportation)after an executive order and by <br /> assigned secondary support agencies in that area prior to National <br /> Guard activation. <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#7-2 <br />
