3. Some resources of the state and local governments may not be <br /> available in the impacted area due to debris and destroyed buildings. <br /> 4. Logistical support to save lives will receive a first priority. <br /> 5. Massive demand for resources may be done in accordance with an <br /> Executive Group order which would exempt normal procedures for <br /> purchasing. <br /> IV. CONCEPT OF OPERATIONS <br /> A. General <br /> Countywide capabilities and resources committed to ESF#7 will be allocated <br /> and coordinated by the Indian River County Emergency Management <br /> Director, or his designee. The primary source of equipment, supplies, and <br /> personnel shall be made from existing support agencies'resources and local <br /> sources outside the impacted area. Support which cannot be provided from <br /> these sources will be provided through mutual aid or commercial sources. <br /> Individuals representing support agencies will have extensive knowledge of <br /> the resources and capabilities of their respective agencies and have access <br /> to the appropriate authority for committing such resources during activation. <br /> B. Organization <br /> 1. ESF #7 will operate under the direction of the County Emergency <br /> Management Director, or his designee. <br /> 2. ESF #7 will continue to operate throughout the emergency situation. <br /> 3. Upon notification,the County Emergency Management Director, or his <br /> designee, will alert designated primary personnel of possible resource <br /> needs and report to the EOC. <br /> 4. The County Emergency Management Director, or his designee, will <br /> maintain liaisons with other ESFs and interested parties. <br /> 5. The County Emergency Management Director, or his designee, will <br /> maintain a record of all loaned or received mutual aid resources <br /> utilizing the Equipment/Materials Loaned or Received form attached <br /> and identified as Attachment #1. <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#7-3 <br />
