3 1992 <br />I <br />previous to the beginning of their program in Port St. Lucie, only <br />14 tickets were written. In the first two weeks of their program, <br />102 tickets were written. The problem is that 30% of those tickets <br />were written to qualified disabled persons, which is where a public <br />awareness program comes in. Disabled people need to be reminded <br />that if they are going to use these parking spaces, they must <br />display their placards and not keep them in the glove box. Mrs. <br />Scullen felt there is a need to inform the disabled persons that <br />they cannot be parking there if their spouse is driving. In <br />addition, people need to know that there is no need to get a <br />handicapped permit if you are driving someone who is disabled, <br />because they have every right to park in that handicapped place to <br />load and unload a handicapped person and then move their car to a <br />regular parking space. A public awareness program is very much <br />needed. Mrs. Scullen urged the Board to adopt the proposed <br />ordinance. <br />There being no others who wished to be heard, Chairman Eggert <br />closed the Public Hearing. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />(4-0, Commissioner Bowman being absent) adopted <br />Ordinance 92-24, amending Chapter 308 "Miscellaneous <br />Offenses" by increasing the penalty for violations <br />regarding spaces reserved for "Parking by Disabled <br />Permit Only" and providing for the disposition of said <br />penalty. <br />Chairman Eggert announced that the patrol ordinance will be <br />coming before the Board as soon as it is ready. <br />20 <br />
