Alternative No. 1 <br />Accept the proposal by Treasure Coast Personnel at a cost of <br />$10,800 for the 18 month period. <br />Alternative No. 2 <br />Retain "At Your Service" at a cost of $14,700 for the 18 <br />month period. <br />Alternative No. 3 <br />Se additional proposals. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends Alternative # 1 whereby the proposal by Treasure <br />Coast Personnel to administer the payroll finction of the project <br />inspector is accepted at a cost of $10,'800 for the 18 month <br />period. Funding shall be from Fund 309 -Indian River <br />Boulevard -North Project Fund. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED <br />by Commissioner Bird, that the Board approve <br />Alternative #1, as set out in staff's recommendation. <br />Under discussion, Commissioner Bird had some reservations as <br />to whether we need a full-time consultant, and Public Works <br />Director Jim Davis explained that once the contract is issued for <br />an outside contractor to begin his part of the work, this will be <br />the largest County -funded transportation project we have had, and <br />staff feels that a full-time resident inspector needs to be there <br />to handle the pay requests, calculations, fill work and all the <br />necessary minor detail work that has to go into managing a $5 - <br />million to $6 -million project. Terry Thompson, who has been <br />managing Phase III of the project as an engineering staff person <br />when needed, will be there also, but her time would not be 8 hours <br />a day, 5 days a week. <br />Chairman Eggert noted that we had decided this when this was <br />before us at an earlier meeting, but because the cost has <br />increased, it has been brought back to the Board. <br />Administrator Chandler explained that according to State <br />regulations, if the employment contract extends beyond a 12 -month <br />period, he would have to be brought on as an employee of the <br />27 <br />
