LETTER: Bob Albright, Manager of Vista Gardens <br />Property Owners Association to Jim Davis <br />dated Feb. 26, 1992 <br />DATE: June 16, 1992 FILE: visgdns.agn <br />DESCRIPTION AND CONDITIONS <br />Staff has received a request for a County funded street light at <br />the intersection of the new Vista Gardens Access Road and Indian <br />River Boulevard South.. The residents of the Vista Gardens <br />community are mostly retired citizens who have difficulty <br />delineating the intersection at night. <br />At the current.time, the County funds 40i streetlights at roadway <br />intersections along collector roads, not including those along <br />major arterial corridors such as SR60, USI, or AlA and those in <br />streetlight districts. <br />ALTERNATIVES AND ANALYSIS <br />Staff has performed a streetlight warrant analysis for the <br />intersection. Based on a score of 53.6 points for this location, <br />the minimum warrant of 75 points is not met. This low score is <br />attributed to a low frequency of accidents at this location over <br />the past three years (0 accidents reported). The Alternatives <br />presented are: <br />Alternative No. 1 <br />Since minimum warrants are not met, deny the request and <br />recommend to the Vista Gardens Association that they <br />consider funding a street light at this location under the <br />single street light agreement program. The cost to the <br />Association would be -approximately $180/year. <br />Alternative No. 2 <br />Approve the request for a County funded street light for the <br />following reasons: <br />1) The Vista Gardens Access Road intersects Indian River <br />Boulevard at a location on a horizontal curve near US <br />Highway 1. <br />2) Vista Gardens is a large residential community* of <br />retired citizens. <br />RECOMMENDATIONS AND FUNDING <br />Alternative No. 1 is recommended. <br />29 <br />3 199°2 <br />{_ • ll 'Z (�-^ <br />J <br />
