4. Secondary events or disasters will threaten survivors as well as SAR <br /> personnel. <br /> IV. CONCEPT OF OPERATIONS <br /> A. General <br /> 1. The Indian River County Department of Emergency Services, Fire <br /> Rescue Division, will provide support in SAR through its own <br /> personnel and equipment. <br /> 2. The Indian River County Department of Emergency Services, Fire <br /> Rescue Division, will maintain and provide to the EOC an up-to-date <br /> inventory of vehicles and equipment that will be available in support of <br /> SAR missions. <br /> B. Organization <br /> ESF #16 will be responsible for the coordination of all law enforcement <br /> activities, including the securing of areas. The Indian River County <br /> Department of Emergency Services, Fire Rescue Division will coordinate all <br /> search and rescue efforts as outlined in their operational SOPs, which are <br /> kept on file in the office of Emergency Management. This SOP, at a <br /> minimum, identifies and makes provisions for organization of rescue squads, <br /> placement of personnel and equipment for conducting emergency activities, <br /> communications, identification of medical facilities for the injured and ailing <br /> survivors and accountability of SAR personnel. <br /> C. Notification <br /> The IRCDEM will provide notification for each ESF's primary agency. A <br /> representative from the primary agency will in turn notify each support <br /> agency and/or volunteer agency, as required. <br /> D. Response Actions <br /> 1.
