The Governor issues an Executive Order prior to the occurrence of a <br /> major or catastrophic disaster,when possible, authorizing the Adjutant <br /> General to call to State Active Duty those personnel and equipment <br /> as necessary to support the State of Florida's response and recovery <br /> effort. A number of these forces will be staged in and around the <br /> anticipated disaster area prior to occurrence when possible. <br /> 4. RIATs will be deployed to the disaster area by land or air, as <br /> appropriate, and will deploy fully self contained units. <br /> 5. Restoration and/or preservation of law and order(ESF 16), will be the <br /> priority mission of the FNG immediately following a major or <br /> catastrophic disaster. <br /> IV. CONCEPT OF OPERATIONS <br /> A. General <br /> 1. During declared Local Emergencies and activation of this ESF, Indian <br /> River County Emergency Management, as the designated primary <br /> agency, is responsible for the initial operations and coordination of <br /> this ESF. Until such time when a supporting agency is designated as <br /> the lead for this ESF, a representative from Emergency Management <br /> will be available in the EOC during activations to respond to requests <br /> for support submitted to this ESF. The representative will staff the <br /> work station assigned to the ESF in the EOC. In most instances this <br /> ESF will operate from the EOC Operations desk and will respond to <br /> requests for local military support assistance. Additionally, the <br /> representative will identify which support agencies are activated or on <br /> alert and coordinate as appropriate. <br /> 2. Execution <br /> B. Concept of Operation <br /> 1.
