EMERGENCY SUPPORT FUNCTION #15 <br /> VOLUNTEERS AND DONATIONS <br /> PRIMARY AGENCY: United Way of Indian River County <br /> SUPPORT AGENCY: SAFER Indian River and their Member Organizations <br /> I. INTRODUCTION <br /> A. Purpose <br /> The purpose of this ESF is to provide for the coordinated use of volunteer <br /> (organizations and individuals)support and distribution of donated goods and <br /> services to meet the needs of the area impacted by a disaster. <br /> B. Scope <br /> The scope is two-fold: to coordinate response/recovery efforts as related to <br /> volunteers (pre-assigned and convergent) and to assure the expeditious <br /> response/recovery delivery of donated goods to the affected area. <br /> 1. Establishing a Volunteer Reception Center (VRC) where large <br /> numbers of volunteers can be efficiently processed and referred to <br /> areas in need of services. <br /> 2. Develop an efficient way to register, screen, and interview unaffiliated <br /> volunteers. <br /> 3. Develop procedures for documenting activities, training, expenses, <br /> volunteer hours, dollar value of donated time, skills, and success <br /> stories. <br /> 4. Conduct just-in-time training for volunteers. <br /> 5. Develop a demobilization plan for how the VRC will be phased out <br /> when it is no longer needed. <br /> 6. Coordinating with their support agency to provide volunteers to serve <br /> as operators for the ESF #15 phone bank located in the EOC. <br /> Operators will field calls concerning volunteers and donation of goods. <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#15-1 <br /> Updated/Approved July 17, 2015 <br />
