EMERGENCY SUPPORT FUNCTION (ESF) #16 <br /> LAW ENFORCEMENT/SECURITY <br /> PRIMARY AGENCY: Indian River County Sheriff's Office <br /> SUPPORT AGENCIES: City of Fellsmere Police Department <br /> City of Sebastian Police Department <br /> City of Vero Beach Police Department <br /> Florida Department of Law Enforcement <br /> Florida National Guard <br /> Town of Indian River Shores Public Safety <br /> I. INTRODUCTION <br /> A. Purpose <br /> The purpose of this ESF is to coordinate all law enforcement and security <br /> activities. All requests will be coordinated through the ESF #16 primary <br /> agency. ESF #16 will coordinate all traffic control tasks until traffic signals <br /> become operational, control access to damaged areas and confine all people <br /> suspected of looting, price gouging and other crimes within the county. ESF <br /> #16 will also allocate local law enforcement resources and process all <br /> requests for needs and donations of law enforcement supplies. ESF #16 <br /> also established procedures for the use of the Florida National Guard in <br /> security missions requested by local law enforcement agencies. When state <br /> law enforcement and Florida National Guard resource support is required, <br /> such support may be requested by the Sheriff (pre-authorized by the <br /> Emergency Management Director) through the Florida Department of Law <br /> Enforcement in accordance with the provisions of this ESF #16. <br /> B. Scope <br /> The Sheriff of Indian River County is a Constitutional Officer and during a <br /> local declaration of emergency will serve as the Chief Law Enforcement <br /> Officer of the county. As such, the Sheriff will act as coordinator of all law <br /> enforcement activities (see law enforcement agreements attached to <br /> Appendix C of this document). This ESF applies to natural or manmade <br /> disasters or emergencies whenever local law enforcement requires <br /> assistance from other jurisdictions in either declared or undeclared <br /> emergencies. <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#16-1 <br />
