II. POLICIES <br /> ESF #16 will: <br /> A. Create a mechanism for the command, control and coordination of law <br /> enforcement planning, operations and mutual aid. <br /> B. Provide a system for the dissemination of information, data, and directives <br /> pertaining to activities among law enforcement agencies. <br /> C. Prescribe a procedure for the maintenance of an annual inventory of all law <br /> enforcement personnel, facilities, and equipment for each agency. <br /> D. Collect and disseminate information and intelligence relating to disasters or <br /> emergencies, either existing or pending, to ESF #5 (Information and <br /> Planning). <br /> E. Pre-plan distribution and allocation of resources in support of the overall law <br /> enforcement mission. <br /> F. Coordinate the procedures for providing security at all shelters,feeding sites, <br /> other mass care facilities and staging or storage areas. <br /> III. SITUATION <br /> A. Disaster Condition <br /> A significant natural disaster, emergency condition or other significant <br /> incident will be of such severity and magnitude as to require supplemental <br /> law enforcement efforts to save lives and protect property. <br /> B. Planning Assumptions <br /> 1. Response requirements of the disaster or emergency incident will be <br /> an immediate and continuous demand for law enforcement and <br /> security. <br /> 2. The Sheriff, as lead agency, may request assistance from other <br /> Sheriffs and Police agencies with whom they have existing Mutual Aid <br /> Agreements. <br /> 3. When directed by the Emergency Management Director, the Sheriff <br /> may request assistance from other Sheriffs through the pre-existing <br /> Florida Sheriff's Statewide Mutual Aid Agreement. <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#16-2 <br />
