4. When the Governor declares an emergency, assistance may be <br /> obtained from any city of county police department throughout the <br /> state pursuant to F.S. 23.1225 5(a), Florida Statutes. <br /> 5. State law enforcement and Florida National Guard resources also <br /> may be sought by this ESF. Florida National Guard resources and <br /> state law enforcement may be requested by this ESF through FIDILE <br /> on a mission basis. <br /> IV. CONCEPT OF OPERATIONS <br /> A. General <br /> When Indian River County is threatened by a major or catastrophic disaster <br /> event, the Emergency Services director, or his designee, will direct the <br /> activation of the County's EOC. Upon activation, the Indian River County <br /> Sheriff will establish liaison with the EOC. The Sheriff's liaison, working in <br /> the activated EOC, will coordinate all requests for law enforcement resources <br /> in accordance with policies established by the Sheriff. The Emergency <br /> Management director, or his designee, will coordinate the requirement for all <br /> law enforcement resources through this ESF. In the preparation of this ESF, <br /> no law enforcement and security information considered to be sensitive or <br /> restricted is included. Upon activation of the County EOC, ESF #16 will <br /> coordinate with ESF #5 (Information and Planning) and remain alert to <br /> circumstances in the field which impacts upon law enforcement missions. <br /> Upon activation of the EOC, each support agency within ESF#16 will provide <br /> the lead agency of ESF #16 with an up-to-date inventory of vehicles and <br /> equipment that will be available in support of law enforcement activities. A <br /> collective inventory of available law enforcement resources will in turn be <br /> provided to ESF #7 (Resource Management). <br /> B. Organization <br /> The organization of ESF #16 consists of one lead agency, the Indian River <br /> County Sheriffs Office, and all other support agencies are aligned along a <br /> horizontal plane. Each agency has specific basic responsibilities, which are <br /> discussed in Section V, Responsibilities, within this ESF. <br /> C. Notification <br /> The IRCIDEM will provide notification for each ESF's primary agency. A <br /> representative from the primary agency will in turn notify each support <br /> agency and/or volunteer agency, as required. <br /> Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#16-3 <br />
