The affected region ultimately ranged from Miami to <br /> Tampa on the state's west coast and Brevard County, home to <br /> Cape Canaveral and the Kennedy Space Center, on the east. <br /> Extent. Due to the low probability of occurrence, this hazard <br /> will not be fully profiled. <br /> Vulnerability Assessment. Power failure can have the <br /> following potential impacts on a community: <br /> • Electrical power outage; <br /> • Surface and air transportation disruption; <br /> • Potable water system loss or disruption; <br /> • Sewer system outage; <br /> • Telecommunication system outage; <br /> • Human and health safety; <br /> • Psychological hardship; <br /> • Economic disruption; and <br /> • Disruption of community services <br /> Risk Assessment. Power failures have the same potential <br /> impacts in all Indian River County communities. The <br /> vulnerabilities of all communities to power failures is <br /> considered moderate. The power grid throughout Indian River <br /> County is diversified, and there are no single choke points or <br /> distribution nodes whose failure would disrupt power <br /> distribution to the entire community. <br /> C. Hazardous Materials Accidents— Hazard Identification. <br /> Hazardous materials accidents can occur anywhere there is a <br /> road, rail line, pipeline, or fixed facility storing hazardous <br /> materials. Virtually the entire state is at risk to an <br /> unpredictable accident of some type. Most accidents are small <br /> spills and leaks, but some result in injuries, property damage, <br /> environmental contamination, and other consequences. These <br /> materials can be poisonous, corrosive,flammable, radioactive, <br /> or pose other hazards and are regulated by the Department of <br /> Transportation. However, out of approximately 922 hazardous <br /> materials incidents reported statewide in 2013, 15 fatalities <br /> were reported, 245 were injured, and 5,603 were evacuated. <br /> Emergencies involving hazardous materials can be expected <br /> Indian River County Comprehensive Emergency Management Plan Basic Page 64 <br />
