will be used until such time as the debris can be safely and <br /> adequately relocated to the Indian River County Landfill. Refer to the <br /> Public Works Department(ESF#3)for detailed information relating to <br /> debris management. They have a debris management plan and a <br /> vendor contract in place for debris removal. The debris management <br /> plan addresses the environmental approvals necessary for debris, <br /> including FDEP approvals of debris management sites, DOF burn <br /> authorizations and documenting proper final disposal of debris. The <br /> Fire Rescue Division will coordinate all burn activities, including all <br /> Division of Forestry burn authorizations. <br /> Relative to legal issues, the County Attorney's Office provides legal <br /> services to the Board of County Commissioners, the County <br /> Administrator, and County departments. The agency responsibilities <br /> relative to emergency debris are as follows: <br /> • ESF #1 (Transportation): <br /> Provide transportation needs for debris removal assistance; <br /> • ESF #3 (Public Works and Engineering): <br /> Provide personnel and equipment necessary for debris <br /> removal and relocation; <br /> • ESF #5 (Information and Planning): <br /> Provide location of debris sites through public information <br /> bulletins; <br /> • ESF #8 (Public Health): <br /> Provide inspectors to assure adequate public health <br /> quarantine; <br /> • ESF #10 (Hazardous Materials): <br /> Provide inspectors to assure identification of hazardous <br /> materials and proper disposal of hazardous materials; and <br /> • ESF #12 (Energy and Utility Services): <br /> Provide landfill equipment and personnel to assist with debris <br /> site operations. <br /> 2. Municipalities will coordinate with ESF #3 (Public Works and <br /> Engineering)to provide additional temporary debris collection sites if <br /> needed. ESF #3 will also monitor countywide events through the <br /> EOC to determine when debris collection sites can begin operation. It <br /> is essential that all debris removal issues be coordinated through ESF <br /> #3 in order to avoid numerous, unsupervised debris collection/removal <br /> sites. To ensure federal reimbursement, ESF #3 will also be <br /> responsible for coordination of all federal and state financial <br /> assistance, record-keeping, auditing procedures and oversight related <br /> to debris removal. <br /> Indian River County Comprehensive Emergency Management Plan Annex IA- Page 20 <br />
